According to the Ahmedabad Mirror report, Union Education Minister Dharmendra Pradhan chaired a Coordination Forum Meeting at IIM Ahmedabad where key decisions were pushed:
- End multiple entrance tests and move towards a more streamlined system
- Adopt a common counselling process on the lines of IITs (JEE-style)
- Introduce a fair refund policy — students switching IIMs will only lose ₹1,000 instead of full fees
- Streamline the post-CAT admission round to reduce stress and multiple city hopping.
This student-centric move has been long due and hopefully fully this shall address a long-standing pain point of aspirants who are currently currently juggle different tests, counselling dates, and fee structures across IIMs, creating unnecessary confusion and financial burden.

The Union Ministry of Education has announced a major structural reform aimed at standardizing the admission and counselling processes across all 22 Indian Institutes of Management (IIMs). The directive, aimed at removing systemic chaos and financial strain for MBA aspirants, marks a shift toward a unified, student-centric ecosystem.
The decision was formalized during a Coordination Forum Meeting held at IIM Ahmedabad, chaired by the Union Education Minister Dharmendra Pradhan.
Key Reforms Mandated
The new directive outlines four major pillars of transformation for the post- CAT admission cycle:
- Unified Counselling System: The 21 IIMs will transition to a common counselling process modeled after the joint seat allocation systems utilized by the IITs (JEE-style allocation).
- Elimination of Multiple Tests: The policy mandates an end to fragmented entrance and screening layers, streamlining entry under a unified umbrella.
- Standardized Refund Policy: To alleviate financial burdens on students securing multiple offers, a fair refund framework has been established. Students who choose to switch between IIMs during the counselling rounds will forfeit a maximum of ₹1,000, preventing institutes from withholding full initial seat-acceptance fees.
- Streamlined Post- CAT Rounds: The subsequent interview and evaluation stages will be synchronized to eliminate the need for aspirants to travel across multiple cities for individual institutional rounds.
Student Impact
The current fragmented structure requires candidates to juggle discrete institutional forms, independent counselling schedules, and conflicting fee deadlines. According to student feedback, these decentralized logistics can easily cost an aspirant upwards of ₹50,000 in application and travel expenses alone.
The implementation of a centralized system is expected to deliver several key benefits:
- Increased transparency and predictability throughout the merit-list iterations.
- Significant reduction in financial exploitation via non-refundable seat bookings.
- Mitigation of logistical and mental stress for over two lakh CAT applicants annually.
- Better institutional coordination, minimizing the vacancy of seats across newer or situational IIMs due to overlapping timelines.
- Cost of Interviews and GD PI to be included in CAT Fees, was suggested.
